Tidebringer does not stack with Quell bonus damage
All other sources of Cleave Cleave causes a melee unit s attacks to deal a portion of its damage in an area in front of it. Since the damage was changed to be flat, it does not scale with Kunkka`s item progression and there`s no obvious balance reasoning to keep this inconsistency.

Kunkka only deals Quell bonus damage as long as Tidebringer is on cooldown
As long as Kunkka does not skill Tidebringer, the bonus damage is not applied. The bonus damage is no applied during the attack itself as well, which might be intended. Lastly the Quell bonus damage is not applied when the ability is skilled, off-cooldown and not used in the current attack (normal attack without auto cast or manual cast).

Tidebringer goes on cooldown in -wtf mode
The ability goes on cooldown in -wtf mode when used. It still can be refreshed.
